OVERVIEW
The Information Technology office is accepting applications for a
Senior Business Systems Analyst to join the Computer Aided
Facilities Management unit (CAFM). This role acts as a liaison
between business and technical users supporting the development
initiatives in Facility Management areas; provides production
support to team members and judicial council and entities for new
systems and enhancements; and serves as an operations consultant to
business and technical users to analyze and recommend efficient
business processes. The Senior Business Analyst works closely with
the customer team, courts and the application development and
analysis teams to identify needs; solve immediate problems and
create a higher quality product.
The incumbent is responsible for creating business and technical
requirements documents and project plans; developing technical
specifications, reviewing and updating specifications and test
scripts for new technology deployments; coordinating activities
with other IT units, business partners, court staff and vendor
partners; and maintenance and operations support. The role is
responsible for the review and analysis of technology requests for
new and existing CAFM system interfaces and for identifying issues
related to the development and maintenance of information
technology systems that support business functions at the JCC and
the courts. The Senior Business Systems Analyst ensures that the
CAFM SharePoint Site has current content; users have appropriate
access as needed and all users are proficient and effectively using
the CAFM SharePoint site.
This position will also advise on and implement changes to ensure
that CAFM complies with the Judicial Council's IT Security Policies
and Procedures and works independently with minimal
supervision.
The ideal candidate would have familiarity with Integrated
workplace management systems (IWMS) and the related business
process.
The Judicial Council
The Judicial Council of California is the policy setting body for
the state court system and has constitutionally conferred statewide
rule-making authority. This authority includes developing,
advocating for, and allocating the judicial branch budget. A
majority of Council members are California state justices and
judges; however, the Council also includes lawyers, legislators,
and court administrators.

The Judicial Council offers hybrid work arrangements for many
positions. The successful candidate will be expected to work in
person at the Judicial Council's San Francisco or Sacramento office
at least two days per week, based on their office leader's
direction, and reside in the areas surrounding these locations.
RESPONSIBILITIES
Lead project management in support of CAFM application upgrades,
interface deployments, and on-going production support.
Provide IBM support for the CAFM system.
Lead the deployment of new functionality, applications, and
technologies by developing plans, coordinating with vendors, and
setting project timelines and priorities.
Preparation, update and analysis of CAFM program, contract and
budget-related documents.
Ensure CAFM's compliance with the Judicial Council's Information
Technology Security Policies and Procedures.
Lead and/or participate in project meetings with business units,
and outside vendors.
Assist business users and courts in developing written project
requests, assessments, and business analysis requests for ITOC
reviews and CAFM implementations.
MINIMUM QUALIFICATIONS
Bachelor's degree, and five (5) years of experience providing
technical and business process
support, analysis, or project management for
systems/applications.
Possession of a bachelor's degree in a directly related field such
as computer science, management
information systems, etc., may be substituted for one of the years
of required experience. An
additional four years of professional experience as noted above may
substitute for the bachelor's
degree. Or additional directly related experience and/or education
may be substituted on a year-for-year basis.
OR
One year as a Business Systems Analyst with the Judicial Council of
California or one year of
experience performing the duties of a class comparable in the level
of responsibility to that of a
Business Systems Analyst in a California Superior Court or
California state-level government entity.
Desirable Qualifications:
5+ years of experience in Integrated workplace management systems
(IWMS) or IBM TRIRIGA.
5+ years of experience in business and/or systems analysis.
5+ years of lead experience in project management, development, and
deployment.
5+ years of experience supporting technical projects.
